Every published home finance term sheet in Qatar tiers by nationality, and every tier favours the citizen. That is regulatory design: Qatar Central Bank's financing-to-value instructions give Qatari clients 80% against 75% for everyone else, and the banks extend the preference to salary floors, instalment allowances and terms. This guide assembles the national's full picture from the four Islamic banks' published terms, verified August 4, 2026.

Each row compounds the others. The lower down payment stretches a given deposit further; the 75% instalment allowance (measured against basic salary plus social allowance) carries a larger financing per riyal of income; the 30-year term cuts the instalment per riyal financed; and the absence of a published ceiling means the product scales to villa-grade purchases. A Qatari earning QAR 20,000 in basic salary plus social allowance can commit QAR 15,000 per month at QIB, which over 30 years at illustrative amortisation near the market's published rates (AlRayan's formula computes to 5.85%) supports financing in the region of QAR 2.5 million. The equivalent expat at the same income commits QAR 10,000 over 25 years, supporting roughly QAR 1.57 million. Same salary, roughly 60% more buying power.
Bank by bank for nationals
QIB gives nationals its full matrix: from 20% down, QAR 10,000 salary floor, 30-year terms, complimentary life Takaful, a 12-month emergency grace period, and buyouts from other banks, with the caveat that no rate is published and your employer must be QIB-approved. AlRayan offers the 80% QCB tier explicitly and prices by salary, not nationality: QMRO + 1.50% (5.85% at the December 2025 benchmark) for salaries QAR 10,000 to 34,999, improving to + 1.25% (5.60%) at QAR 35,000, with the 3.50% two-year promotional APR on QAR 1 million+ financings until August 31, 2026. QIIB advertises up to 80% of property value over 360 months, accepts rental income for qualification, and starts nationals at age 18. Dukhan Bank serves nationals with its documented Ijara over up to 15 years, plus the product no one else has: construction finance.
The national-only products
Two published product classes are effectively reserved for citizens. Dukhan's construction finance, up to QAR 7.5 million for building on pre-owned land or acquiring land and building, is open to Qatari nationals and GCC nationals with Qatar residence, and answers the most Qatari of housing needs: building the family villa on family land. Separately, for retirees registered with the General Retirement and Social Insurance Authority (GRSIA), both QIB and Dukhan publish genuine Qard Hasan personal financing at zero profit and zero charges, up to QAR 300,000 at five times the monthly pension, with instalments capped at 25% of pension. These are not home finance products, but they matter to household planning around a property purchase in retirement. Note what we did not find: neither bank's public pages document a dedicated subsidised home financing program for nationals beyond the standard tiers, so treat any claim of a special government rate as something to verify directly with the bank and the relevant ministry.
The household picture: vehicles ride on the same tiers
The citizenship premium extends to the garage, and it affects home affordability because instalment caps aggregate. QIB finances vehicles up to QAR 2 million for Qatari nationals with no down payment; Dukhan publishes the same QAR 2 million ceiling over up to 6 years. Both dwarf the QAR 400,000 resident tier. But every riyal of car instalment consumes the same 75%-of-salary allowance your home financing draws on, so a household running a large zero-down vehicle financing has less headroom for the villa. Sequencing matters: banks size the home financing against the obligations visible in your Qatar Credit Bureau report on application day, which argues for arranging the home first and the car second, not the reverse. Where nationals still need to shop hard
The nationality premium does not extend to price transparency. QIB, Dukhan and QIIB publish no home finance rate for anyone, national or not. AlRayan's formula is salary-tiered, so a national earning QAR 12,000 pays the same published 5.85% as an expat at the same salary. And the instalment allowance cuts both ways: committing 75% of basic salary to housing is permitted, not wise. A single unexpected obligation against an instalment sized at the cap leaves no slack, and Islamic finance's debtor-protection instincts (visible in QIB's own 25% cap on its retiree Qard Hasan) point the same direction. Sizing at 40-50% of income buys resilience the regulator does not require but prudence does.
A worked example: the QAR 3 million villa
Put the tiers together on a QAR 3 million purchase. At the 20% tier, the deposit is QAR 600,000 and the financing QAR 2.4 million. At AlRayan's computed Premier rate of 5.60% (salary QAR 35,000+), standard amortisation over 25 years puts the instalment near QAR 14,880 per month; stretch to QIB's 30-year national term at the same illustrative rate and it falls to roughly QAR 13,780 (our calculations, not quotes; QIB's actual rate is unpublished). The 75% allowance means a basic-plus-social-allowance income of about QAR 18,400 clears the 30-year instalment on paper. Then add the promo angle: financed before August 31, 2026 at AlRayan's 3.50% two-year rate, the first-24-month instalment drops to about QAR 12,020 on the 25-year track, with reversion pricing after. The point of the exercise: for nationals, the binding constraint is rarely the deposit or the salary rule; it is choosing between banks that will not publish their prices.

Is there a government home financing program for Qatari nationals?
The banks' public retail pages we verified on August 4, 2026 do not document one beyond the favourable regulatory tiers described above. State housing benefits for citizens exist through government channels outside retail banking, and the GRSIA-linked Qard Hasan programs at QIB and Dukhan show the state-bank partnership model in action for retirees. For current government housing entitlements, check with the relevant ministry directly; we only report what the banks publish.
Can a Qatari national finance an investment property?
Yes. AlRayan lists buy-to-let among its financing purposes and QIIB explicitly covers investment property, with rental income accepted as qualifying income. The 80% national LTV tier applies subject to each bank's credit policy.
