Shamel is the name Doha Takaful has traded under since 18 May 2025, when Doha Insurance Group renamed its wholly owned Islamic subsidiary Doha Islamic Insurance - Shamel with Qatar Central Bank and Ministry of Commerce and Industry approval. It is a genuine takaful operator: licensed by QCB since 2018 as a standalone company, with QAR 150m of paid-up capital and an S&P A- rated parent, and in September 2026 QCB cleared its conversion into a private joint stock company ahead of a planned listing within two years. It is also the least transparent takaful operator in Qatar. It publishes no premiums, no current Shariah board roster, no wakala fee and no surplus policy, and the Bait Al Mashura report for 2025 records an insurance surplus of just QAR 78,000 against QAR 22.5m at QIIC, even as Shamel's contributions grew 11.8% in the year and 17.3% a year over five years, the fastest in the sector. Here is what Shamel sells, how its motor benefits compare with QIIC, Beema, General Takaful and Alkhaleej, and who should buy from it.

From Doha Takaful to Shamel: the corporate history that matters

The name changes are not cosmetic, because each step changed what stands behind a policy. Doha Insurance Group's announcement of 18 May 2025 confirms that Doha Takaful Company was a limited liability company wholly owned by the group and that the new name took effect after QCB and ministry approval. Al Sharq's report of the same day adds that the company began in 2006 as the group's Islamic window, became a QCB-licensed limited liability company in 2018, and keeps its head office in New Al Hitmi and its motor branch on Barwa Commercial Avenue.

The next step came sixteen months later. Lusail News reported on 20 September 2026 that Doha Insurance Group had disclosed QCB's no-objection to converting Shamel into a private joint stock company, ahead of a public shareholding company within two years. For policyholders that is the most important item in this review: a listed takaful company must publish audited statements, including the policyholders' fund, surplus and the shareholders' fee. QIIC, Beema and Alkhaleej already do; Shamel does not. If the listing happens, most of the gaps in this article close.

Who stands behind the pool: Doha Insurance Group

Takaful is a pooled structure, but in a deficit year the operator's shareholders lend the pool money, so the parent's strength matters. Doha Insurance Group was established in 1999, listed on the Qatar Stock Exchange in 2001, and reported a 2025 net profit of QAR 202.7m with an 18.5% cash dividend, according to Argaam's summary of the QSE disclosure. On 27 May 2025 S&P Global Ratings affirmed its A- rating and revised the outlook to positive, according to Qatar News Agency. That is the only live agency rating: AM Best withdrew its A- rating on 17 June 2019 at the company's request, and the S&P rating applies to the group, not to Shamel on a standalone basis. None of the group's profit is Shamel's; what it buys a Shamel policyholder is confidence that a qard hasan to a deficit-hit pool would be funded.

What Shamel sells: four personal lines and what each page actually publishes

Shamel's retail site is shamel.com.qa, with visitor cover on travel.shamel.com.qa; the old takaful.qa domain only redirects. All four personal lines are written inside the QCB-licensed Islamic entity on what it calls a no-usury cooperative basis. The table records what the public pages state and what they do not, as crawled on 4 August 2026 and re-checked on 20 October 2026.

Travel (inbound and outbound)Online issuance of Qatar's mandatory visitor health insurance on travel.shamel.com.qa; outbound cover by quoteOutbound zones, plans and limits

A Shamel buyer cannot compare a premium or a benefit table before calling, which General Takaful with its five published medical plan prices and Alkhaleej Takaful with its published motor benefits ladder both allow. Our medical takaful comparison shows how much more the other operators put in writing.

Motor takaful: how Shamel's benefits compare with the other four operators

Motor is where Shamel competes hardest and where the law sets the floor. The executive bylaw of Qatar's Traffic Law, Minister of Interior Resolution No. 6 of 2010, makes motor insurance compulsory for third parties and passengers (Article 89), requires the policy to come from an insurer licensed in Qatar (Article 90), ties its validity to the vehicle licence period (Article 93), and caps the compulsory policy at the maximum tariff in its schedules (Article 95). So the compulsory policy is a price-capped regulated product, operators compete on comprehensive cover and service, and Shamel's QCB licence is sufficient for registration at any Fahes station.

On service benefits Shamel sits near the top: four years of agency repair is second only to Alkhaleej's five, automatic cover for every authorised driver is not universal, and unlimited roadside callouts beat the capped versions elsewhere. Its weaknesses are the unquantified replacement vehicle period, against Beema's published 14 days, and the absence of any premium. Our motor takaful comparison covers all five operators tier by tier.

Visitor insurance: Shamel's one fully digital product

Qatar's mandatory visitor health insurance is the product Shamel issues end to end online, and the rules are set by the state. The Ministry of Public Health's scheme page states that visitors who need a prior entry visa must buy a policy before the visa is granted, that visa-on-arrival visitors are exempt for their first 30 days, and that the premium is QAR 50 per person per month. The policy covers emergency treatment up to QAR 150,000, emergency assistance including evacuation up to QAR 35,000, and repatriation of remains up to QAR 10,000, with no co-payment or waiting period. Qatar News Agency reported the scheme's start on 1 February 2023 under Law No. 22 of 2021.

Because the basic premium and benefits are fixed by the ministry, there is nothing to compare on price between Shamel's portal and General Takaful's or Alkhaleej's online visitor products; the differences are the purchase flow, the top-ups and whether the policy sits in a takaful pool. Residents who want to know what an outbound Shamel travel policy covers cannot, because no outbound plan, zone or limit is published.

The numbers: fast growth, thin surplus

The most useful public data on Shamel is in the Qatar Islamic Finance Report for 2025 from Bait Al Mashura Finance Consultations, summarised by The Peninsula and Gulf Times on 7 September 2026. The sector earned QAR 335m in shareholder profit in 2025 on contributions of about QAR 2bn. Shamel's contributions grew 11.8% in 2025, third behind Beema at 28.3% and Alkhaleej at 19.7%, and compounded at 17.3% a year over 2021 to 2025, the fastest of any operator. Against that, its profits compounded at just 1% a year, its assets at 0.2%, and its 2025 insurance surplus, the amount left in the policyholders' fund after claims and reserves, was QAR 78,000.

Shamel (Doha Islamic Insurance)QAR 78,00011.8%17.3%
Alkhaleej TakafulNot stated in the summary19.7%11.7%

Read together, the figures describe an operator that is winning business quickly, almost certainly on price and service, and leaving nothing in the pool at year end. A surplus near zero still beats the deficit Alkhaleej's policyholders' fund ran in 2025. But the surplus is what makes takaful financially different for the customer: QIIC's QAR 22.5m funded a 15% declared surplus for claim-free policyholders, and Beema paid QAR 2.34m back to policyholders in the first quarter of 2025 alone. A Shamel policyholder should expect no refund in the foreseeable future. Our guide to takaful surplus in Qatar explains the mechanism.

Shariah governance: the licence is verifiable, the model is not

Qatar Central Bank regulates every insurer under Law No. 13 of 2012, which defines an insurance company as a joint stock company licensed to conduct insurance, reinsurance or solidarity, meaning takaful, operations; the 2026 conversion moves Shamel into that form. QCB's Insurance Supervision Department supervises licensees through on-site examination and off-site solvency monitoring. So the licence and the solvency oversight are real. What QCB does not publish is each operator's wakala fee, mudaraba share or surplus policy; that is for the operator to disclose.

The standard most Gulf operators cite is AAOIFI Shariah Standard No. 26 on Islamic insurance. Its paragraph 3/1 entitles the operating company to an agency fee for managing the fund and a specified share of investment profit as mudarib, and its paragraph 5/5 permits underwriting surplus to be held in reserve, used to reduce contributions, donated or distributed to participants, provided the managing company takes no share of it. So every operator following the standard has three numbers a policyholder is entitled to know. General Takaful discloses a 20% wakala fee and a 70% mudaraba share, Alkhaleej 26% and 70%, QIIC 30% with the mudaraba share set annually, and Beema an aggregate fee of QAR 147.7m on QAR 605.2m of 2025 contributions. Shamel discloses none of the three.

The scholar evidence is thin but real. Doha Insurance Group's announcement of 9 August 2021 states Doha Takaful's QAR 150m capital and names Prof. Ali Mohieldin Al-Qaradaghi as chairman of its Fatwa and Shariah Supervisory Board, the scholar who also chairs the boards at General Takaful and Alkhaleej. No later document names the board, and shamel.com.qa publishes no roster, fatwa or Shariah report. Buyers for whom visible governance is decisive should read our reviews of QIIC, Beema and General Takaful, which name their scholars and publish their fees; our state of play for takaful in Qatar ranks all five operators on disclosure.

Who should buy from Shamel, and who should not

  • Drivers who want long agency repair and unlimited roadside callouts from an Islamic insurer, and who accept a licence-level Shariah assurance rather than a published fee model.
  • Property owners with mixed exposures, a villa plus a yacht or rental units, who want one Islamic insurer across fire, all risks, business interruption and householder's cover.
  • Residents sponsoring visiting family who want the QAR 50 per month mandatory visitor policy from a takaful operator with an online portal.
  • Employees of corporate clients whose group medical scheme is placed with Shamel; the medical line is built for negotiated schemes, not off-the-shelf plans.
  • Not for buyers who expect a surplus refund, who want to compare premiums before calling, or who need a current Shariah board roster and wakala fee in writing; QIIC, Beema and General Takaful serve them better today.

Our view

Shamel is a legitimate QCB-licensed takaful operator with a strong parent, the fastest-growing contribution book in Qatari takaful and a motor service package that is among the best on paper. It is not an operator we can assess the way we assess its four competitors, because it has chosen not to publish what they publish: a premium, a benefit table, a board roster, a fee model or a surplus policy. Growth of 11.8% with a QAR 78,000 surplus means the pool is being priced to win business, not to return money to participants, and a policyholder who chooses takaful partly for the surplus should go elsewhere. Buy Shamel motor cover if the quoted premium and the written replacement vehicle period beat QIIC and Beema for your car, and ask for the Shariah board's current composition and the wakala fee in writing when you do. For medical, home and outbound travel, get the competing published plans first. When Shamel's accounts become public after the listing, this review will be rewritten with numbers. Frequently asked questions

Is Shamel the same company as Doha Takaful?

Yes. Doha Takaful Company, the wholly owned Islamic insurance subsidiary of Doha Insurance Group, was renamed Doha Islamic Insurance - Shamel on 18 May 2025 after Qatar Central Bank and Ministry of Commerce and Industry approval. The licence, head office in New Al Hitmi, motor branch on Barwa Commercial Avenue and QAR 150m capital carried over; only the name, logo and web domain changed.

Is Shamel insurance Shariah compliant?

Shamel is licensed by Qatar Central Bank to practise Islamic insurance and states that it operates on a no-usury cooperative basis. A 2021 group announcement names Prof. Ali Al-Qaradaghi as chairman of its Fatwa and Shariah Supervisory Board. However, it publishes no current board roster, fatwa, wakala fee or surplus policy, so the compliance case rests on the licence rather than on documents a policyholder can read.

Does Shamel pay a surplus to policyholders?

There is no published surplus distribution policy or history. The Bait Al Mashura report for 2025 records Shamel's insurance surplus at QAR 78,000, compared with QAR 22.5m at QIIC, QAR 11.8m at Beema and QAR 10.2m at General Takaful. On those figures a Shamel policyholder should not expect a surplus refund, whereas QIIC declares one every year and Beema has paid cash surplus recently.

How much does Shamel's visitor insurance cost?

Qatar's mandatory visitor health insurance costs QAR 50 per person per month at every registered insurer, a premium set by the Ministry of Public Health, with optional top-ups priced by each company. The basic policy covers emergency treatment up to QAR 150,000, emergency assistance up to QAR 35,000 and repatriation up to QAR 10,000, with no co-payment. Shamel issues it fully online at travel.shamel.com.qa.

Will Shamel be listed on the Qatar Stock Exchange?

Doha Insurance Group disclosed in September 2026 that Qatar Central Bank had no objection to converting Shamel from a limited liability company into a private joint stock company, as the first step towards converting it into a public shareholding company within two years. A listing would require Shamel to publish quarterly audited accounts, including the policyholders' fund and the fees charged to it.
